Weighing the signs that a page is missing
Whether a page is missing is never decided on a single sign. Five kinds of sign are looked for separately, and only when at least two are strong enough, or one is very strong on its own, is a page treated as missing.

Forgetting to scan one page leaves no trace, because the other pages look perfectly fine. The question the student answered on it scores zero and nobody can say why. Finding that one mistake inside a hundred scripts is close to impossible.

Five kinds of sign
A page count that does not match, writing cut off mid-word, a continuation mark leading to a page that is not there, a gap in the student's own page numbers, and a gap in the question order.

Weak signs are discarded
A sign that is not strong enough is not counted at all, so a small inconsistency does not raise doubt on its own.

Two together, or one very strong
Two strong signs together are enough to conclude a page is missing. A single sign can do it alone only if it is very strong.

Even a direct report that a page is missing is not taken as settled. It is weighed alongside the others as one more opinion.

What happens to the marks if it is found?
The question on that page is not published as a zero, because it is a scanning problem rather than the student's result. The teacher can add the page and mark it.
