Keep last year's papers away from this year's batch
Removing study material happens in two grades. The ordinary remove takes the material out of the list. Deleting it outright is a separate action reserved for platform administrators, and anyone else attempting it is told that administrator access is required.
How it is done today
Notes from an old syllabus and last year's question papers sitting in the list are the first things a new student downloads. Nothing in a file name tells them which is still current and which was superseded two syllabuses ago.
How it works

Open the subject's materials list
Go to the list of materials for the subject you are tidying. The actions sit beside each material.

Choose remove
Take the remove action beside the material. The screen shows the action running and confirms when it is done.

Deleting outright needs an administrator
Erasing the material entirely is a separate action, and only a platform administrator can carry it out.
