A subject missing from the list should not stop you
A custom subject can be created straight from the subject picker. Being a platform administrator is not required for this. The subject is attached to the person who created it and to their organisation, rather than being added to the shared list everyone sees.
How it is done today
The standard subject list never has everything. One teacher runs spoken English, another an admission-test batch, another a course whose name is on no board's list. Without the subject, work carries on with the field left blank, and the materials stop being organised by anything.

Open the subject picker
The option to create a custom subject sits in the picker itself, so there is no separate page to go to first.

Type the subject's name
Give it the name you will recognise it by. The name is all that is needed to tell it apart from the others.

It is attached to you
The subject you create is attached to you and your organisation, so it does not land in the shared list everyone else sees.

Do I need an administrator to add a custom subject?
No. Adding a subject for everybody requires an administrator, but creating a custom one for your own use does not.
Will everyone see the subject I created?
The subject is attached to you and your organisation, so it is not added to the shared list that everybody picks from.
What if I am not part of an organisation?
The subject is then created against you with no organisation, so working as an independent tutor is no obstacle to making one.
