The request for permission stops getting lost
A teacher inside an institution can ask for permission to create classrooms, and can add a short note with the request. Once it is sent, a separate notice is raised for every one of that institution's admins, carrying the teacher's name and whatever note they wrote.
How it is done today
A request for permission made in person or in a side conversation never comes back to the admin who was busy that day, so the teacher waits a few days and then asks all over again from the start.

Frequently asked questions
Can the request be made from outside an institution?
No. The request is for institution members, and it is turned away when no institution is currently active.
Can somebody who is not a teacher ask?
No. Without a teacher record the request is refused, and it says exactly that in reply.
Does this notice go out by email or push?
No. This one arrives inside the app only. It is not sent by any other route at all.
