Saying no is still worth saying
Declining a pending request sends word to that student, inside the app and by email. Staff can record a reason if they want, but the reason does not travel with the notice, so the student knows they were declined rather than why.
How it is done today
A request declined in silence leaves the student waiting for weeks and then asking again, which puts the same piece of work back in front of the same member of staff.

The request has to be pending
Only a pending request can be declined. An already enrolled student cannot be turned away this way.

Staff decline it
Somebody with classroom staff access declines it from the pending list, optionally recording a reason.

The student is told
The notice arrives inside the app and by email. It is not sent by browser push at all.

The staff list clears itself
That request's own pending notice is marked read for the person who just acted on it.

Can an enrolled student be declined this way?
No. A request that is not pending is turned away, and no notice is raised for it either.
Does the student learn the reason?
Not from the notice. A recorded reason is kept on the record, but it is not sent along with the notice.

No. This one comes inside the app and by email. Push is not switched on for it.
