What is actually behind a zero
There is more than one reason a question scores nothing, and they are kept apart: the student wrote nothing, there is writing that cannot be read, or the page itself was probably never scanned. The last of those is not the student's doing, so it is not published as a mark.
How it is done today
A zero beside a question tells you nothing about why. The student may have written nothing, or they may have written a good answer on a page that was missed during scanning. When it is the second, a student loses marks through no fault of their own, and it surfaces only after results are out.

Each question carries a state alongside its mark, saying what was actually found there.

Nothing written is not the same as unreadable
No work found, and work found but not clear enough to read, are separate states. They call for different things from the teacher.
