A temporary password is not meant to last
When an institution's administrator resets somebody's password, the account is marked as needing a password change. At the next sign-in that member is put in front of a step for setting a password of their own, and saving it clears the requirement.
How it is done today
A temporary password handed over by an administrator gets written on paper, left sitting in a chat, and read over a shoulder. If it stays in use for months, the account has stopped belonging to one person.

Saving it clears the requirement, and from then on your own password is what signs you in.
