Who handed in, without going to look
When a student submits, a notice goes to the teacher carrying the student's name, the work's title and the classroom name. Saving it as a draft raises nothing at all: only a genuine submission does, which keeps the notices honest.

A teacher who has to keep reopening a list to count who has handed in starts marking later than they meant to, and the student who submitted first ends up read last.

The classroom's teacher is found, falling back to whoever authored the work when the classroom has none.

No. The first teacher on the classroom's roster is resolved, so the others are not notified separately.
