Three hundred people cannot be told by hand
As members are imported from a spreadsheet, a welcome message is raised on its own for every new account created. The administrator does not have to send anything separately, and nobody is missed, because it happens as part of the import itself.
How it is done today
Several hundred accounts get opened at the start of a session. If telling each of those people is a manual job afterwards, it either stretches across days or quietly never happens for some of them.

Does the administrator have to send anything?
