Linking a child can wait until later
Picking parent on the role step sets the account's role and creates the parent record for them. A step for linking a child follows, which can be done there and then or left for later. A final step marks the whole setup complete.
How it is done today
A parent opening an account may not have their child's code or details to hand at that moment. Demanding it right there is where a good number of them abandon the account halfway.

A step for linking a child follows. If you have the details with you, it can be done here.

Skip it for now if you prefer
The step can be skipped, and skipping it does not stop you finishing setup.

Finish setup
Finishing marks the account complete, and the step does not come back.

Do I have to link a child right away?
No. Setup finishes perfectly well with the step skipped, and a child can be linked afterwards.
Does this step have to be repeated?
No. Once setup is complete, running it again comes back saying the onboarding was already finished.
What gets created when I choose the role?
The account's role is set to parent and the parent record is created, if one does not already exist.
